An expert on energy transportation systems and regional economic development in the former Soviet Union, Dr. Matthew is the key contributor to the Eurasian Oil Export Outlook and Eurasian Gas Export Outlook. His expertise includes pipeline constraints and solutions in Eurasia. His recent research includes Russia's new LNG strategy, OPEC+ compliance for Eurasian producers, Russian oil production flexibility, Russian spare oil production capacity, Russian upstream and oil export taxation, lifting costs in Russian oil, Russian and Eurasian gas development and export prospects, Gazprom's overhang of spare gas production capacity, Kashagan project economics, Kazakhstan's domestic gas market, oil transit in the Turkish Straits, Ukrainian natural gas developments, new pipeline projects in Russia and Eurasia, oil products demand, and the Russian and Eurasian oil refining sector outlook. He is the author of many research articles, government reports, monographs, and other publications.

Previously, Dr. Matthew was energy service director at PlanEcon., and chief of the international research center of the US Census Bureau's Soviet branch. He led the research that produced three National Energy Reports for Kazakhstan (2015, 2017, and 2019), served on several World Bank missions, teams and advisory panels, including specific commissions focused on oil and gas pipelines in Russia and Kazakhstan. He worked on the International Energy Agency's surveys of Russian energy and of Ukrainian Energy.

Dr. Matthew was an economic advisor to the Federated States of Micronesia and a geography professor at both Weber State University and the University of Virginia. He holds a Bachelor of Science, magna cum laude, from Weber State University and a Master of Arts and Ph.D. from The Ohio State University, United States.
